Some FAA bureaucrat has grounded the ultralight plane that guides young whooping cranes from Wisconsin to Florida, in the middle of this year's migration. The birds are currently penned in Alabama awaiting an FAA ruling on an issue Operation Migration considered resolved, since an FAA bureaucrat in Milwaukee investigated the same issue last year and told them "no further action would be taken."
