it wouldn't have saved any money and I'm betting that one little word held up the whole process: indemnity. Imagine having to insure 26,000 acres against loss and liability as a private concern.

The chief procurement officer

The chief procurement officer shall provide the comptroller of the treasury a list of all contracts, grants, and cost of each, that a state governmental entity has in effect at the time the list is provided. The list shall be updated each time when a state governmental entity enters into, cancels, amends, or extends a contract or grant. The comptroller of the treasury shall make the list available on the public website of the comptroller of the treasury.
