Can anyone explain the need for a constitutional amendment?

According to the Legal Notice appearing on page A12 in Sunday, May 4, issue of the Knoxville News-Sentinel we will be voting on the following:

"The citizens of this state shall have the personal right to hunt and fish .... Traditional manners and means may be used to take non-threatened species."

While thousands were gathering on Market Square, I drove from South Knoxville Bubbaville to Marybubbaville to hear the Carolina Chocolate Drops performance on the Maryville College campus. My third or fourth time to hear them perform. I highly recommend that folks do if they have any interest in African American string and jug band music of the 20’s and 30’s. The Chocolate Drops are not only marvelous entertainers and musicians; they are musical scholars who are collecting and performing a unique form of American Roots music.

As interesting was my walk from downtown to the campus and the discovery of a wonderful chain of parks and greenways. What a wonderful walking city. I also caught glimpses of many interesting older homes. Can’t wait to get back there when I have more time particularly after finding Springbrook Park in Alcoa late last fall.

Did not have a pen with me to write down the phone number, but I did notice there will be a tour of Maryville’s Historic Homes this Sunday, April 20 afternoon from 1:00 to 4:30. Can one of the Maryville Viewers fill us in with the details?

CLARIFICATION: Brian Hornback, former Knox County GOP chairman, said his remarks at the West Knox Republican Club meeting last week that Republicans should be elected to "send a message to the News Sentinel and others that they don't control this town" is because he says the newspaper is a Democratic newspaper. He said his comments had nothing to do with the recent sunshine law case brought against the Knox County Commission, as was stated in Saturday's "On Politics."

Quite a few years ago, I had the opportunity to visit several acres of woodlands northeast of Washington DC considered to be the largest piece of undeveloped woodlands in the area and a nesting site for many migratory birds. An area that had remained in one family since before the Revolution and that had been left to a not-for-profit organization for protection, but which was then looking for a loophole in the will that would enable it to sell a portion of the land for development.
