BCBST's average premium increase of 21 percent is a third of its request last summer.

But if there was no uncertainty over subsidies, then for the first time since the exchange came into place, BCBST would have been on track for a “nominal” increase rate increase, it wrote to the state.

“Our 2017 claims experience so far shows that we have rightly balanced rates with medical and operating costs, and that newfound balance means we could propose 2018 rates with a nominal average rate increase,” its filing read.

If the mandate is not enforced, the insurer expects some healthier people to forgo buying insurance.

“When healthier members leave the risk pool, the costs of care are spread among fewer members. We are pricing in an added 7 percent to account for this expected shift in the risk pool,” it wrote in its filing with the TDCI.

It sounds like, from the BCBST perspective, the ACA (Obamacare) is starting to work, but the haters are working furiously to make it fail.
